Eng. Frank Aggrey Waibale is a qualified and well-regarded professional Engineer in the local Oil and Gas sector of Uganda specialising in the Downstream LPG subsector. He is a member of the national LPG standards committee, and has participated as the lead Engineer on a number of projects and studies including the one on LPG Promotion, Supply and Infrastructure Intervention in Uganda.

He was previously the Head of Operations and Engineering for the downstream petroleum interest Kenol Kobil East Africa in Uganda where he oversaw the management of the company's depots and facilities within the country. He is a private Engineering consultant on various technical projects in the country.

Frank is an MSc. Engineering Graduate with a Diploma in building Engineering, a Certificate in Road Maintenance, Fire Fighting, Refinery and Product Management. He provides the board with Technical advise, as well as guiding the operational team on recommended technical plans, standards and requirements for business success.
